In Helen Zia’s book Asian American Dreams, JACL were concerned about protecting civil and constitutional rights, whereas the general populace of Hawaii was not. This was the first national civil rights membership organization to publicly and actively adopt this position, and has continue to be the forefront for advocating same sex marriage. The JACL tried to frame this as a political issue rather than a moral issue. Discrimination was the big factor of this. They linked the idea of same-sex arriage to internment camps and the redress movement (Barney Frank). The moral issue of this was that people says that same sex marriage is against religious belief but the US Amendment says that religion and state are separate so that this should not be a factor. Competitive Bids vs Sealed Proposals free essay sample

The government often uses contracts to acquire needed products or services. Every government purchase uses public funds. Contracting officials are tasked with ensuring that government purchases use public funds responsibly. When awarding contracts, contracting officials must be sure to use the best method possible to acquire goods and service at the best price possible. Two ways in which contracting officials do this is by using sealed bids and competitive proposals. Each form of awarding contracts has its own specific benefits and pitfalls while sharing some characteristics with the other. Sealed bids are a form of awarding contracts that uses competitive bids and public opening of the sealed bids which leads to the final award of the contract. In order to award a contract through sealed bids, a few things must occur. First a solicitation for bids must be drafted. The solicitation must include the government’s requirements in a detailed enough fashion to avoid misunderstandings from potential bidders. We will write a custom essay sample on Competitive Bids vs Sealed Proposals or any similar topic specifically for you Do Not WasteYour Time HIRE WRITER Only 13.90 / page Sealed bidding and competitive proposals are both approved methods for awarding contracts according to federal regulation. When deciding whether or not to use sealed bidding, contracting officers should consider the time that will be required for bids to be solicited, submitted, and evaluated. The evaluation process for sealed bids may be lengthy especially if bidders are not prescreened to reduce the pool to only qualified firms. When all bids are received from qualified firms, sealed bidding can make an award decision quite simple. The lowest bidder is awarded the contract.. Unfortunately, sealed bidding depends on competitive pricing. Competitive pricing cannot be insured unless more than one bid is received. Competitive proposals are best used when a contracting officer determines that the nature of the contract makes it difficult to establish exact specifications or methods of performance. Often, the means of contract performance cannot be easily defined and the offeror’s proposal may need to include an explanation of how the contract will be performed. Unlike sealed bid contracts, competitive bids do not have to be awarded to the firm with the lowest price. Other considerations may be considered to determine the best firm. This determination may be made based on a firm’s performance of previous contracts, the proposed method of performance for the existing contract, or a firm’s specific capabilities in relation to other firms. While sealed bidding results in a fixed price or one with economic adjustments, competitive proposals allow for various kinds of contract types. http://www. governmentbids. com/cgi/en/bidding. advice. articles/Article/federal-contract-opportunities-for-your-business

A primate city is the leading city in its country or region, disproportionately larger than any others in the urban hierarchy. [1] A primate city distribution has one very large city with many much smaller cities and towns, and no intermediate-sized urban centres, in contrast to the linear rank-size distribution. [2] The law of the primate city was first proposed by the geographer Mark Jefferson in 1939. [3] He defines a primate city as being at least twice as large as the next largest city and more than twice as significant. A primate city is number one in its country in most aspects, like politics, economy, media, culture and universities. French Sequence of Tenses - Concordance des Temps

French Sequence of Tenses - Concordance des Temps Note:  This is a fairly advanced French lesson. If you are not comfortable with all of the grammar concepts listed to the right, please click the links to study those prerequisites before attempting this lesson. Prerequisites:Verb tenses: Present, Passà ©Ã‚  composà ©, Imperfect, Pluperfect, Future, Literary tensesVerb moods: Subjunctive, Conditional, ImperativeConjunctions, Relative pronouns, Subordinate clauses, Si clauses, Indirect speech When speaking French (or any other language), it is important to use the correct sequence of tenses. In complex sentences, there is a relationship between the verb in the main clause and the verb in the subordinate clause. Using the correct sequence of tenses is just as important as conjugating the verbs correctly and using the appropriate mood. For example, in French you cant say  Je ne savais pas que tu es à ©tudiant- you have to say  Je ne savais pas que tu à ©tais à ©tudiant. Likewise, in English, you would say I didnt know you were a student rather than I didnt know that you are a student. Because the verb in the main clause is in the past, the verb in the subordinate clause must be in the past as well. In order to determine the correct sequence of tenses, you need to start by examining the temporal relationship between the verbs in the two clauses. The action of the verb in the main clause may occur  before,  during, or  after  the action of the subordinate verb. It is this temporal relationship that dictates the sequence of tenses. Although the French sequence of tenses is usually the same as the English sequence, there are some exceptions, so dont rely on your English knowledge to determine the correct sequence of tenses in French. The following table shows the possible relationships between the tenses in the main and subordinate clauses. The action column indicates whether the action of the main verb occurs before, during, or after the action of the subordinate verb. Note that you often have a choice of tenses for the subordinate verb, thus it is up to you to choose the tense that expresses the correct nuance. At the same time (pardon the pun), you also need to be sure to use the correct mood: indicative, subjunctive, or conditional. Main verb Action Subordinate verb Present before Future Jespre que tu finiras. Subjunctive Je veux que tu finisses. during Present Je sais que tu as raison. Subjunctive Je doute que tu aies raison. after Pass compos Je sais quil a trich. Pass simple Je sais quil tricha. Imperfect Je sais quil avait raison. Pluperfect Je sais quil avait mang avant notre dpart. Past subjunctive Je doute quil ait trich. Future perfect Je sais quil sera dj parti. Note that the sequence of tenses for subordinate clauses is identical for main clauses in the present and future. Main verb Action Subordinate verb Past before Conditional Jai promis quil serait prt midi. Past conditional Si javais su, je taurais aid. *Imperfect subjunctive Je doutais quil parlt si bien. Present subjunctive Je doutais quil parle si bien. during Pass compos Jtudiais quand il est arriv. Pass simple Jtudiais quand il arriva. Imperfect Je savais quil exaggrait. *Imperfect subjunctive Je voulais quil et raison. Present subjunctive Je voulais quil ait raison. after Pluperfect Je savais quil avait trich. *Pluperfect subjunctive Je doutais quil et trich. Past subjunctive Je doutais quil ait trich. Conditional before *Imperfect subjunctive Je voudrais que tu le fisses. Present subjunctive Je voudrais que tu le fasses. during *Imperfect subjunctive Je saurais quil mentt. Present subjunctive Je saurais quil mente. after *Pluperfect subjunctive Je saurais quil et menti Past subjunctive Je saurais quil ait menti. *These literary tenses are nearly always replaced by their non-literary equivalents. The literary tense is the official tense to be used in the construction, but in reality, the imperfect subjunctive and pluperfect subjunctive are obsolete in spoken French and rare in written French.

Find the Beehive Cluster

Find the Beehive Cluster Cancer: Home of the Beehive Cluster Stargazing is part observation and part planning. No matter what time of year it is, you always have something cool to look at or you are planning out your future observations. Amateurs are always plotting their next conquest of a difficult-to-spot nebula or the first view of an old favorite star cluster. Take the Beehive Cluster, for example. Its in the constellation  Cancer, the Crab, which is a zodiac constellation that lies along  the  ecliptic, which is  the apparent path of the  Sun  across the sky throughout the year.  This means that Cancer is  visible for most observers in both the northern and southern hemispheres in the evening sky from late winter from about January through May. Then it disappears in the glare of the Sun for a few months before showing up in the early morning sky beginning in September.   Beehive Specs The Beehive is a little star cluster with the formal Latin name Praesepe, which means the manger. Its just barely a naked-eye object, and looks like a fluffy little cloud. You need a really good dark-sky site and reasonably low humidity to see it without using binoculars. Any good pair of 7Ãâ€"50 or 10Ãâ€"50 binoculars will work, and will show you a dozen or two stars in the cluster. When you look at the Beehive, you see stars that are about 600 light-years away from us.   There are about a thousand stars in the Beehive, some similar to the Sun. Many are red giants and white dwarfs, which are older than the rest of the stars in the cluster. The cluster itself is about 600 million years old. One of the interesting things about the Beehive is that it has very few massive, hot, bright stars. We know that the brightest, hottest and most massive stars usually last anywhere from ten to several hundred million years before they explode as supernovae. Since the stars we DO see in the cluster are older than this, either it lost all its massive members already, or perhaps it didnt start with many (or any). Open Clusters Open clusters are found throughout our galaxy. They usually contain up to a few thousand stars that were all born in the same cloud of gas and dust, which makes most of the stars in a given cluster roughly the same age. The stars in an open cluster are mutually gravitationally attracted to  other when they first form, but as they travel through the galaxy, that attraction can be  disrupted by passing stars and clusters. Eventually, an open clusters stars move so far apart that it  disintegrates and its stars are scattered to the galaxy. There are several known moving associations of stars that used to be open clusters. These stars are moving at roughly the same velocity but are not gravitationally bound in any way. Eventually they, too, will wander on their own paths through  the galaxy. The best examples of other open clusters are the Pleiades and the Hyades, in the constellation Taurus.
